In Memoriam – Board President Barbara Boucke
It is with a very heavy heart that the District announces the passing of Board President Barbara Boucke. Barbara passed peacefully at home on October 9, 2024.
Barbara was a retired certified public accountant and had previously worked as a Senior Manager with Peat Marwick and later KPMG Peat Marwick, then as Controller, Deputy Director and Director of Development for the Fine Arts Museums of San Francisco.
After retirement from the museums in 2006, Barbara focused on her duties as a grandmother and continued to utilize her CPA as a Trustee for several private family estates. In addition, she became even more involved with the West Marin Community where she served on the Marin Agricultural Land Trust (MALT) Board of Directors as well as the Board of the Coastal Health Alliance.
Barbara initially served as the Stinson Water Treasurer from 2002 through 2006, then took the oath of office for the Stinson Water Board of Directors on December 15, 2007 and was currently serving as Board President during her fourth consecutive term.
Barbara is survived by her two children, Julia Violich Mecklenburg and Adam Violich, and her four grandchildren, Luke Violich Czinzoll, West Violich Mecklenburg, Chase Violich, and Ryder Violich. She was a strong advocate of the community and a beloved fixture here at the District. She will be sorely missed.

Why is there a processing fee when paying my bill?
There have been a few recent inquiries regarding processing fees associated with our new online bill pay option. As a reminder, when companies accept credit cards as an available payment option, they work alongside a frontend merchant processor organization that can process that credit card information, account for the payment data, and ensure it transfers into the appropriate bank account. This provider’s job is to ensure that the data is secured and encrypted, processed anonymously, and recognized by banks as quickly as possible.
As you can imagine, these merchant processors operate in a highly regulated environment due to the fact that they are a single checkpoint for the flow of cash across all transactions. As such, they are required by the government to provide what is known as a merchant audit. This audit analyzes EVERY SINGLE TRANSACTION accepted every month to ensure that there are no reportable abnormalities.
Munibilling is charging processing fees to offset the service cost of conducting these audit reports and ensuring all transactions are correct, accurate, and not fraudulent so they can continue offering this payment option for Stinson Water. Fees charged by Munibilling are based on the transaction type and the total amount of the amount processed, as indicated in the table below.

If you do not want to sign up for online bill pay, or just want to continue paying by check through the mail to avoid processing fees, please use the detachable stub at the bottom of your bill and the enclosed return envelope. You will notice that the delivery address printed on your bill stub has changed to:

Payment must be received at this address on the 28th of every month to avoid late fees. You are still welcome to mail or drop off payment here at our office in town, but please note that we no longer process payment locally--we must send your payment to our vendor which can lead to delays in processing your payment and potentially subject you to late fees.
